It is a building with a distinctive appearance, with a large clock on a triangular roof.
It was conceived by W. Wheeler, who succeeded W.S. Clark as vice principal, and is modeled after a wooden architectural style called balloon frame, which was popular in the Midwestern United States at the time.
The large clock with dials on all four sides of the clock tower was manufactured by Howard Company in Boston and is a mechanical tower clock that uses weights for power.
It was designated as a national important cultural property in 1970, and was also certified as one of the "100 Soundscapes of Japan" by the Environment Agency in 1996.
It is currently used as a museum and hall.
